The increasing use and spread of the Internet
has also brought about a change in the practical
and economic conditions for the propagation of
scientific and academic knowledge. Electronic
publishing is becoming increasingly important.
Some publishers are thus expanding their spectrum
and compiling technical standards for the controlled
use of protected online publications. In addition
there are various political initiatives that demand
free and unrestricted access to scientific and
academic works on the Internet (the "Open Access"
principle).
In today's newsletter we would like to present
the current developments in the field of online
publishing and show how the various electronic
publication models can be used to propagate
scientific and academic results.

1. Academic Publishing in Europe (APE 2007)

At the beginning of this year, scientists, academics,
publishers and librarians discussed the possibilities
and conditions of scientific/academic publication in
the age of the Internet during the "Academic Publishing
in Europe (APE 2007) - Innovation & Publishing"
conference in Berlin. It became clear that the Internet
has decisively changed our information and communication
behaviour. Today's research takes place on a global level,
is organised virtually and relies on internationally
dissipated information.
The conference thus placed a special emphasis on the
necessity of a European dialogue on the future of
publishing. Another important topic in this connection
was the growing importance of copyright against the
background of the "Open Access" idea.

2. Publication models on the Internet
=================================================
A variety of different models for publication and
utilisation currently exist in the field of online
publications. Some works are offered for download
by the publishers as "Paid Content" on their websites,
others are available free of charge from personal,
university or also publisher's websites.

2.1 The "Open Access" movement
=================================================
A discussion has been going on for many years in the
scientific/academic field about the international
"Open Access" movement - in other words the demand
that scientific and academic literature be made
available on the Internet free of charge and with no
licence restrictions. The movement can be initially
traced back to the "Budapest Open Access Initiative"
of 2001 and passed an important milestone in 2003
with the "Berlin Declaration". Its signatories - in
the meantime 196 scientific/academic organisations
and research institutions world-wide - agree to save
the full text of their works in a database so that
it can not only be read and downloaded free of charge
but also printed, copied and even distributed as
derivative works.
Whereas this on the one hand facilitates and encourages
the communication process within the scientific and
academic world, the further use and editing of the
contents on the other hand touches on the material
and intangible interests of the authors. The "Berlin
Declaration" thus stipulates a deferment period of six
months after publication by the publishers before the
free Internet version is released.

2.2 "Open Access" publications
=================================================
A number of freely accessible publication platforms
are currently being set up with the support of different
scientific/academic organisations or Ministries of
Education. The EU Commission will also be launching
a program to promote scientific and academic publications
on the Internet this year to the tune of 85 million euros.
Another source of information are "Open Access" journals
that allow free access to articles. These are often
supervised by libraries. "Open Access" models as a
supplement to conventional publishing in printed and
electronic journals are also now being offered by
scientific and academic publishers or in co-operation
with scientific and academic institutes.

2.3 Internet publications by publishers
=================================================
The first publication through a specialist publisher
can be either in the traditional form as a book or as
an online publication, whereby a combination of both
forms is often offered.
However, it is also possible to realise purely online
publications through a publisher. One advantage of
publication by a publisher is that the contents are
protected and cannot be changed or used without the
express permission of the rights owner. The options
open to the reader can be specified, e.g. with respect
to copy functions or printouts. The author also has a
say in the conditions on which an interested party can
download the text.
Online publications do not bear an ISBN, that clearly
identifies books world-wide, but a DOI (Digital Object
Identifier). The texts are thus clearly and permanently
registered and can be located independent of an Internet
address. More detailed information on the function and
use of the DOI system will be published in a later
newsletter.

2.4 Publications with publishers and free secondary publications
=================================================
If you as an author of a scientific or academic work
are interested in a publication model along the lines
of the "Berlin Declaration", want to publish not only
through a publisher but also leave an option open for
freely accessible secondary publications, you should
make sure that this is taken into account in any
author-publisher agreement. This must then contain a
clause that expressly allows electronic publication
through your university's library or on your own website.
