increasing significance of digital publications.
A key factor for the establishment and acceptance
of this type of publication is the widespread use
of the DOI system. The DOI number for online
publications is equivalent to the familiar ISBN
for print products.
In today's newsletter we would like to briefly
explain the meaning and use of the identification
number for digital products.

1. Function of the DOI
=================================================
Internet users often receive the 404 error message
when searching for certain documents since the
corresponding link is no longer available. The reason
for this is that the URLs used on the Internet do not
identify the document itself but only the location
where it can be found. However, there is a high
probability that this location will change in time,
e.g. if the provider reorganises their server or
removes this completely from the Internet.
The Digital Object Identifier (DOI) for a document,
on the other hand, is inalterable and independent of
the storage location. It is a permanent code that is
used to cite and link electronic documents on the
Internet. Texts can be located in the long term and
clearly identified worldwide with the DOI.
The DOI is in principle comparable to the ISBN for
books but goes beyond this on account of its integrated
localisation function. (Details on the ISBN system

2. Issue and structure of the DOI
=================================================
The DOI is managed by the International DOI
Foundation (IDF), which was founded in 1998. It is
responsible for the use and correct observance of
the DOI standard and promotes the further development
and advancement of the DOI system.
DOI agents authorised by the IDF, e.g. MVB / mEDRA (Germany),
Nielsen BookData (UK) or OPOCE (EU), assign fixed
publisher numbers (prefixes) to publishers and other
content providers. The publisher himself then adds a
freely definable string (suffix) for the individual
documents. The publisher and object number is always
preceded by the DOI code (10.).
The DOI manual issued by the IDF, for example, is
registered under the DOI 10.1000/182. The prefix 1000
identifies the provider (in this case the IDF itself),
the suffix 182 the html version of the manual. (The PDF
version can be found at 10.1000/186.) The suffixes can
also contain letters or integrate other standard
identifiers such as the ISBN. They have variable
lengths.

3. Using the DOI
=================================================
A DOI can be used for any type of intellectual property
that is digitally available. This applies for texts as
well as picture, video and audio files. Unlike the ISBN,
collections or individual parts of a work can also be
issued with a DOI. For example, a scientific or academic
series, a monograph within this series, a certain
chapter in this book or even a single table can be given
its own DOI. Once the DOI has been issued it is
permanently retained by the document. If an object
changes provider its prefix remains the same.
During DOI registration, publishers - similar to
registering the title of a book - save certain metadata
such as bibliographic and commercial information or
keywords on the content. You can also address several
link targets via one DOI to show a list of related titles,
for example.

4. Access to DOI-tagged documents
=================================================
If no direct link exists, there are two ways you can
call a DOI-registered document: either enter the DOI
number in a resolver at http://www.doi.org. You will
then be automatically forwarded to the latest storage
location for the document. You can also select the
document directly by entering the address
http://dx.doi.org/ plus the corresponding DOI, e.g.
http://dx.doi.org/10.1000/186 for the DOI manual.
If a user enters an address in this way (or clicks on
a DOI as a link) a message is sent to a central
directory where the current address associated with
the DOI is stored. This address is then sent back to
the user and redirects the browser to the Internet
address where the relevant document can be found. This
directory is managed by the IDF or DOI agencies, details
of the products and current URLs are updated by publishers.

5. Advantages of the DOI
=================================================
A DOI registration has great advantages, especially in
the field of scientific and academic online publication.
Texts - be these manuscripts or complete books - are not
only permanently available but can also be clearly
assigned to a rights holder, thus enabling the safe
protection of copyrights. The clear identification and
localisation mean that online publications can be cited
without restrictions and the better links also increase
the visibility of the works.
Furthermore, the DOI plays an important role in marketing
online titles. The information saved with a DOI is
currently being fed into the catalogues of national
libraries in some countries so that the titles can be
researched and ordered through booksellers in these
countries.
And finally, online publications that are registered
with a DOI can be verified by royalties collecting
societies such as the German VG WORT (cf. Newsletter 2007/01:

and can thus be taken into account in their royalties
program.
