Review
The regulatory boundary conditions of the power industry have changed with deregulation and re-regulation during the past few years. Utilities must check and reorganize strategies, structures and processes; they must reorganize value-adding chains and structure investment programmes. The dissertation analyzes the strategies of municipal utilities. Most of these also provide other services apart from energy supply, and they are politically integrated. The work focuses on cooperation strategies as these are getting more common among municipal utilities and are typical strategic reactions of organizations to changes in their boundary conditions. On the other hand, it is well known that many cooperations in all fields of industry do not meet expectations.
