The general guidelines of the EU regarding air quality assessment and control, together with affiliated sub-guidelines form the foundation for standardised European threshold values of air-conveyed pollutants such as nitric oxides and fine dust. Most EU member states are required to take actions for the reduction of fine-dust in order to safely complying with agreed threshold values for fine-dust (PMio). Hereto the localization of single sources of fine dust is indispensable. This is generally achieved through chemical analysis of single dust components, microscopic investigation of the morphology of single particles, and retrospective observation of wind propagation. All three methods share the fact that either dust is first taken from environmental air via, an appropriate test sample cylinder, then proceeding to further examination or the entire quantity of dust collected during a given period is weighed and correlated with the wind direction. Either long collection periods need to be put up with or sensitive automated weighing devices on the sample collection site need to be installed with high expenditure of technology so that sufficient quantities of dust can be collected for further analysis, examination and mass specification. The low mobility of these Systems, however, requires appropriate wind direction so that single sources can be located. Short-term repositioning of the collection site according to wind directions is unfeasible. The Systems in use are not fully appropriate to locate single fine-dust sources in areas of multiple possible sources. Resemble the fine-dust components emitted from diverse sources, in chemical structure or morphology, even chemical or microscopic analysis will not lead to conclusions about their sources. A viable solution to locating fine-dust sources in such areas of multiple similarities has been developecl in the course of various measurement campaigns for RWE Power AG executed in brown-coal open-cast works in the coal mining area, of Lower Rhineland. First the dust-emission tendency of reloaded loose materials was analysed. Next a, ranking was made with respect to specific materials. In further steps, starting from the brink of open-cast works, fine-dust concentration in ambient air was measured with direct optical gauge and possible emitters were located through wind-tracking gauge. Subsequent measurements of fine-dust concentration took place in the neighbourhood of such plants and large-scale gear in open-cast works. The pioneering combination of two different methods and of their test results enabled the set-up and implementation of a catalogue providing measures aiming at the reduction of fine-dust emissions in open-cast work areas.
